INFORMATION ABOUT THE MUNICIPALITY OF LUKOVIT
A. Government:
According to Article 138 of the Constitution of Republic of Bulgaria the body of local self-government within a municipality shall be a municipal council elected directly by the populace for a term of four years by a procedure established by a law.
According to Article 139. of the Constitution:
(1) The mayor shall be the body of executive power within a municipality. He shall be elected by the municipal council for a term of four years by a procedure established by a law.
(2) In his activity a mayor shall be guided by the law, the acts of the municipal council and the sense of the populace.
According to Article 140 of the Constitution: A municipality shall be entitled to own municipal property, which it shall use to the interest of the territorial community.

Priority № 2 - Competitive Economy Development
Goal № 3 Development of Alternative Tourism – improving the existing infrastructure and transforming the region into a tourist centre. Creating conditions for developing conference, adventure, cultural and historical tourism. Alternative hobby tourism – speleology, horse riding , cycling etc.
Development Strategy of Lovech Province 2005 -2015
As a result of the objective prerequisites (natural, cultural, historical) and created conditions (built hotels, tourist associations, implemented projects, gained experience) the municipalities in Lovech Province can be sorted in three groups:
1. suitable for traditional tourism, historical and cultural attractions – Lovech, Troyan, Teteven
2. suitable for traditional tourism, natural sights – Apriltsi, Troyan, Teteven
3. developing their tourist potential  -  Yablanitsa, Letnitsa, Lukovit, Lovech
All municipalities in Lovech District have potential for developing alternative forms of tourism (rural, speleological, eco, cultural, hunting etc)
Lukovit Municipality is represented with the following objects:
Geo- Park Iskar Panega is the first geo-park in Bulgaria. There are phenomenal geological and geo-morphological forms in Karlukovo Karst Region and the Canyon of Zlatna Panega River.  The geo-park is financed by PHARE programme “Development of Bulgarian eco-tourism”.  
1. Speleologist house – it is situated near Karlukovo village and was built on a sheer cliff. It is a unique building visited by international expeditions.
2. “Iskara” area near Karlukovo village where the rock phenomena “Provratenik” and ”Strupanets” and the unique caves “Prohodna”,”Bezimenna” and ”Zadanenitsa” are situated. “Prohodna” cave is considered a natural phenomenon by the speleologists. There are good conditions for development of rural tourism in the region. The mouflon reserve near  Karlukovo village could be a precondition for hunting tourism.
3. Balkan Centre “Diplomat” Ltd is a part of Diplomat Business Group. It offers vocational training for obtaining professional qualifications in hotel-keeping, restaurant-keeping, rural tourism and improving the quality of vocational education and business culture in the region and the neighboring area. Training base of  Balkan Centre “Diplomat” Ltd is the four star business hotel “Diplomat Plaza”.
